Annette Mark is an accomplished Caribbean executive with extensive experience in leadership, project management, and foreign direct investment (FDI) facilitation. Over the course of her career, she has held several senior leadership roles across government agencies and regional institutions, where she has successfully led teams, managed large budgets, and delivered complex national and regional projects. Her work has consistently focused on economic development, investment promotion, strategic planning, and institutional strengthening, positioning Caribbean jurisdictions to attract investment and compete globally.
Mark formerly served as Chief Executive Officer of the St. Vincent and the Grenadines Tourism Authority, where she provided strategic leadership for the country’s tourism sector, overseeing destination marketing, product development, stakeholder engagement, and organisational transformation. She is also the former Executive Director of Invest SVG, the national investment promotion agency, where she played a central role in attracting and facilitating foreign direct investment into St. Vincent and the Grenadines, working closely with international partners and donor agencies to promote the country as a competitive investment destination.
In addition to her executive leadership roles, Mark has served in several senior governance and advisory positions across the Caribbean. She is Corporate Secretary of the Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC), where she works with regional governments and the World Bank on governance and financial development initiatives. Earlier in her career she served as Chief Immigration Officer in Antigua and Barbuda, leading a department of more than 200 officers across multiple ports of entry and advising government on border management and national security policy. She also worked as Legal Counsel with the Office of National Drug and Money Laundering Control Policy, representing government interests in international cooperation matters related to financial crime and anti-corruption.
Throughout her career, Mark has been recognised for her ability to lead complex projects, build strategic partnerships, and drive economic development initiatives that deliver measurable national and regional impact. In addition to her executive roles, Mark has served on a number of regional and national boards, contributing to governance, policy development, and strategic oversight. These include service as a Director of the Caribbean Tourism Organization (CTO), Corporate Secretary and Director of the Eastern Caribbean Partial Credit Guarantee Corporation (ECPCGC), Director of the Carnival Development Corporation, and Director of the Caribbean Export Development Agency, among others. Her expertise spans investment promotion, tourism development, corporate governance, and public-sector transformation, making her a respected leader within the Caribbean development and investment landscape.
